Red permanent license plate for dealers according to § 41 (2) FZV

A so-called red dealer permanent license plate may be used for test, inspection, or transfer drives if a vehicle is not registered. You may use the license plate repeatedly, even on different vehicles. Other drives, such as drives to stimulate buying interest, are not permitted and constitute an administrative offense.

• You are a car dealer, manufacturer, or owner of a car workshop.

Regulations

• The vehicles do not require an operating permit, but they must be operational and roadworthy.

• The red license plates may only be used for the business purposes of your company. You may not lend them to third parties.

• No drives to stimulate buying interest.

• No drives for traditional events.

Note
Any outstanding vehicle taxes or other fees must be settled beforehand.

Allocation

• You will receive the license plates, a red vehicle registration booklet, and a logbook.

• The license plates are allocated on a temporary and revocable basis. You may use them repeatedly, even on different vehicles.

• Record every vehicle used in the vehicle registration booklet. You must carry it with you on every drive.

• Document every drive in the logbook.

Limitation and revocation

• The allocation is initially temporary.

• Details can be obtained directly from the registration office.

• The allocation can be revoked, ...
  if unreliability of the holder is determined,
  if the authorization expires (business deregistration), or
  if insurance coverage no longer exists.

• After the deadline expires or if revoked, return the license plates and the vehicle registration booklet to the registration office. The logbook must be kept for one year.

The following drives may be carried out with red permanent license plates:

• Test drives
  Drives to determine or prove the usability of a vehicle. Note: If you regularly drive the same vehicle, these are not test drives.

• Inspection drives
  Drives to an inspection site, where an officially recognized inspector or expert examines the vehicle.

• Transfer drives
  Transferring a vehicle to another location
