Application Submission and Funding Approval
Funding applications can be submitted year-round to the District Administration, Moltkestraße 42, 51643 Gummersbach. If all necessary funding requirements are met, the approval authority can issue a funding approval. Based on this funding approval, a loan agreement will subsequently be concluded with NRW.BANK.

Measures must not have started yet
In principle, the funded measure must not have started before the application submission or before the necessary funding approval has been granted.

For projects requiring a building permit or exemption under §63 or §64 BauO NRW 2018, at least the receipt confirmation of the building application by the responsible building supervisory authority must be available upon submission of the funding application. The specific requirements are based on the relevant provisions of the Bauordnung NRW 2018, particularly the applicable regulations on approval or exemption.

Funding resources are limited
The responsible ministry provides only a limited funding budget. Therefore, funding cannot be guaranteed even if the application is fully submitted and all legal funding requirements are met.

No legal entitlement to funding
According to section 1.1.2 of the Funding Guidelines Public Housing NRW 2026, there is no legal entitlement to the granting of funding. The approval authority decides at its discretion and within the scope of available funding resources. Funding resources are not reserved.

Approval deadline
Funding applications must be processed within the respective funding year in such a timely manner that approval can be granted no later than November 30 of the respective funding year. November 30 is therefore the approval deadline.

Fees
The processing of funding applications is subject to fees. Administrative fees may therefore apply for application submission or processing.
